The Wisconsin Insurance Plan Association

The Wisconsin Insurance Plan is Wisconsin's FAIR Plan or residual property insurer. The Plan was created to provide basic property insurance on certain properties rejected for coverage by other insurers. The Plan has underwriting standards and is not required to insure all properties that apply for coverage. However, these standards may be less restrictive than those of the insurer(s) you represent. It is worthwhile to take the time to submit an application to us.

The following topics provide general information about the Wisconsin Insurance Plan.

WISCONSIN ADMINISTRATIVE CODE INS 4.10

This section of the code sets forth the rules and procedures of the Plan.  Here you will find our purpose, definitions, eligible properties, application procedure, underwriting standards, the customer's right to hearing, and information on commissions and the authority of "insurance agents".  To visit Ins 4.10, click here (link requires Adobe Acrobat Reader).

OPERATION OF THE PLAN AND THE GOVERNING COMMITTEE

We underwrite applications, survey properties, issue policies, pay commissions, and adjust claims. Independent service providers are used for all claim handling and for surveys.

Plan employees are not employees of the Office of the Commissioner of Insurance or the State of Wisconsin.

The Plan is overseen by a Governing Committee subject to the supervision of the Commissioner of Insurance.  The Governing Committee consists of 8 insurer representatives as well as 2 insurance agents and 5 public members appointed by the Commissioner of Insurance.

AUTHORITY OF PRODUCERS

The Plan has no sales agents. We use the term producer to refer to the "insurance agent" or licensed intermediary who assists applicants in applying to the Plan. Producers are not representatives or agents of the Plan.
